Was the law changed or not?
I found in US Dept of State's HP that "Dependents are not authorized to work in the United States." (See under "Family Members" in http://travel.state.gov/visa/temp/types/types_1273.html).
I wonder whether this statement and your explanation is in conflict or not. Could you please confirm that spouses are allowed to work in US if they obtain EAD authorization?

That State Department page is misleading. Spouses of E visa holders have a right to apply for an EAD card, under current law, and they are then authorized to accept employment.
