Yes. A national of Singapore, currently admitted to the United States as a nonimmigrant in a category eligible to change nonimmigrant status, may apply to change to H-1B1 nonimmigrant status. Note that the applicant must be in the U.S. in a nonimmigrant category which is eligible to change nonimmigrant status, of course.

Dear Sir,
I am Muthu from Singapore. My H1B was rejected under 221(g), also H1B papers have been sent back from Singapore embassy to INA further administrative processing. I think thing like my H1B was not possible to get it approve. Consular told me my H1B employer does not doing well. Consulate advice me to go for H1B1 Singapore Quota.
Now I have planning for H1B1 Singapore quota since holding Singapore citizen. I have got response from my new employer willing to go for H1B1. Did I have eligible to H1B1 since my H1B result from INA does not come out it? What shall I do? Did I go for H1B1 immediate? What are the basic requirements? Please advice me.
